Although this is stated in the "General Requirements" for the Extended Essay, I feel it is necessary to repeat: if you are doing a paper in a subject not offered at your school, be very careful , especially if doing your paper in World Religions. You might want to either reconsider your choice of topic, or make sure you have several people with good credibility in that topic reading your paper. If you don't, especially in World Religions, you could end up offending your reader, and I promise you, you do not want to do that.

Too little information! :o) Obviously, I can guess that this is for a chemistry EE, but what are you interested in? What would you like to learn more about? Why Luminol in the first place? Figuring out the RQ will come after you've spent some time going through all the literature you can get your hands on. Chemistry EEs are a lot nicer if you've done some kind of experiment that you can discuss, so try and look for any experiments that have been carried out to test something about Luminol and try to think about whether you could test that in a different way or perhaps if you could test for something else entirely (1 or 2 independent variables should be more than enough). Talk to your supervisor about how doable your experiment is (cause that's probably gonna depend on what's accessible to you in the school lab). At that point, you'll have some fuzzy notion of what you're looking for. Perform the actual experiment, and if it does work, you can then formulate a very focused research question - writing the essay will be a lot easier once you've got all of your thoughts in order.
